TRANSFER

Evaluation and Research-Policy-Practice Transfer to Promote Equity and Inclusion

Description

Educational inequalities remain a persistent challenge across Europe. While research can provide valuable evidence for developing inclusive education policies, these insights do not always translate into policymaking and educational practice. At the same time, education policies often lack systematic evaluation, making it harder to learn from existing knowledge and experience.

TRANSFER seeks to close these gaps by developing new approaches to policy evaluation and strengthening connections between research, policy and practice. Rather than focusing primarily on outcomes, the project will also examine how policies are developed and implemented, and how their effects vary across groups and contexts, particularly in relation to socioeconomic background, migration, gender and disability. Researchers, policymakers, practitioners and learners will contribute their perspectives and experiences, supporting a continuous exchange of knowledge.

Combining participatory evaluation with mixed-method research, co-creation and foresight, TRANSFER will turn these insights into practical resources, including methodological guidelines, policy briefs and recommendations, an interactive evidence platform and an AI-supported foresight simulator. Together, these efforts aim to support more evidence-informed, equitable and inclusive education systems across Europe.
